Director of Impact Measurement, Evaluation and Learning:

Position Description:

The collection, analysis and reporting of data is a major strategic component of our impact measurement and program evaluation and learning.  TruFund Financial Services seeks a Director of Impact Measurement, Evaluation and Learning who will develop and oversee the evaluation of TruFund’s strategy, investments and programs through proven data collection and analysis methodologies. The incumbent will use a collective impact approach to administer, assess, and evaluate the impact of our work across multiple TruFund offerings including equity investments, lending and grant programming.  This role will lead the planning, analysis, reporting, and coordination of the overall data needs and data infrastructure.

The position will report to the CEO.

Roles & Responsibilities:

The Director of Impact Measurement, Evaluation and Learning will:

  • Develop and implement impact dashboards to measure TruFund’s progress against strategic initiatives, long-term impact, and program effectiveness.
  • Provide for a continuing evaluation and assessment of TruFund’s programmatic offerings that includes the integration of client feedback and data to better understand and help identify community and client disparities, create effective program interventions as well as the achievement of desired outcomes over an extended period.
  • Structure evaluation, reporting and impact measurement (inputs, outputs & outcomes) and translate them into meaningful narratives.
  • Work closely with Sr leadership to integrate the findings derived from TruFund’s impact measurement, program evaluation and learning into program refinements as well as the development of new impactful investments, lending, business advisory programs and delivery strategies.
  • Work with our lending and program managers to adapt communications, resources, and other systems and structures to support data collection and learning across our investments, lending, and business advisory platforms.
  • Support the production and dissemination of data for key project partners, funders and work groups, by working with the heads of various departments i.e., Innovation and Strategy, Credit/Portfolio Management, Resource Development, and Fiscal to respond to ad-hoc data requests and projects.
  • Facilitate and support Sr. leaderships stakeholder engagements and improve impact measurement reporting to external audiences.
  • Develop and implement a work plan to produce annual baseline and results reports.
  • Develop methodology including collecting and analyzing data, drafting text, and identifying key gaps in conjunction with Senior Management.
  • Conduct, analyze, and summarize data from a variety of methods (e.g., surveys, details of which to be finalized in consultation TruFund’s Sr. leadership team.
  • Evaluate and establish impact metrics based on best practices in the CDFI and nonprofit finance industries.
  • Determine which internal impact metrics and outcomes will be conveyed in each grant in support of program goals.
  • Define impact and associated metrics for TruFund in alignment with industry and funder needs.


The Director of Impact Measurement, Evaluation and Learning:

  • 5-8 years’ experience managing or conducting evaluations and impact assessments, including experience managing a broad variety of qualitative and quantitative evaluation techniques. i.e. Monitoring, Evaluation, Research, and Learning (MERL) and/or Monetization/Social Return on Investment (SROI) approaches.
  • Able to serve as the representative, facilitator, and coordinator of program performance evaluation.
  • A strong predisposition to work in interdisciplinary teams, providing critical independent thinking while remaining flexible in considering diverse opinions and approaches.
  • Able to manage and facilitate strategic learning processes across various programmatic areas, and to be able to recommend appropriate tools and resources.
  • Comfortable and skilled to lead efforts on knowledge sharing with internal and external audiences.
  • Ability to clearly communicate concepts, research findings and data interpretations, and to draw the implications of these analyses for program adaptive management and learning.

General Qualifications and Attributes:

  • Bachelor’s Degree in statistics, financial analysis or mathematics required; Master’s degree preferred.
  • Understands and respects the values of diversity, equity, and inclusion.
  • A minimum of 5 years’ experience in progressively responsible leadership roles, and strong experience managing evaluation and assessment processes and/or research projects.
  • Excellent interpersonal skills and diplomatic demeanor; an ability to work with colleagues from various professional and technical backgrounds.
  • Able to clearly communicate concepts, research findings, and data interpretations, and able to leverage these analyses for initiative / department strategy.
  • Systems thinking acumen, and the ability to translate that thinking across a wide variety of staff and departments.
  • Working knowledge of Microsoft Dynamics, PowerBI, SharePoint, Adobe, Jot forms.
